Journeyman Lineman

PURPOSE: The purpose of the Lineman is to construct and maintain all areas of electric distribution in compliance with code, to follow safety guidelines and to promote good public relations to DES customers.
ESSENTIAL FUNCTIONS:
- Construct, maintain, operate and repair all aspects of electrical distribution system and substations while following all safety guidelines and procedures including participating in job briefings.
- Follow all safety guidelines and procedures, wear and maintain PPE equipment, and make safety the first priority.
- String wires, climb poles, work out of a bucket, set poles and anchors, hang transformers, lightning arrestors, cutouts, cross arms and insulators, carry heavy equipment, and work outside in all kinds of weather conditions.
- Install underground duct systems, vaults, cables, pad mounted transformers, switches, switchgear and associated system components.
- Locate trouble in primary and secondary systems, replace fuses in transformers and clear faulted circuit and systems.
- Work with energized high voltage systems.
- Be available to work during off-duty hours if problems occur in the distribution system or to connect customers.
- Maintain line vehicles and equipment, including service trucks and street lights. Keep shop/work area clean and orderly.
- Maintain accurate inventory of supplies and equipment.
- Connect and disconnect customer services.
- Talk with customers about electric service problems, about tree trimming and other customer-related issues.
- Complete miscellaneous tasks in city buildings and work on city equipment.
- Attend training sessions on line safety, line construction, vehicle operation, meter testing and other related topics.
- May occasionally supervise another Lineman, Groundman/Truck Driver, Apprentice or laborer at a job-site.
EDUCATION:
High School Diploma/ GED
Journeyman Lineman Certification
EXPERIENCE, SPECIAL SKILLS, AND ABILITIES:
- Must have thorough knowledge of approved methods, materials and tools used in electrical utility line construction and maintenance.
- Must have thorough knowledge of hazards involved in electrical utility line work.
- Able to learn and apply trade knowledge and drive and operate line equipment.
- Able to remain calm and act quickly in emergencies.
- Ability to effectively communicate with customers, other employees of DES and the general public.
- Must be willing and able to follow OSHA, TOSHA and DES safety regulations and policies.
- Must be able to work independently or as part of a team and relate well with co-workers.
- Must have calm demeanor and the highest degree of integrity, honesty, pleasant disposition, dependability and tact, and must treat all DES employees with dignity and respect. Must be able to maintain composure during difficult situations to discuss and resolve issues and maintain open communications to achieve DES goals and objectives.
- Must believe in, be sympathetic with, be interested in furthering the public understanding and acceptance of the utility’s objective and be customer service oriented at all times.
- Must be willing to work with all employees in the best interest of the utility and to accept changes in work programs and patterns to keep pace with changing times.
PHYSICAL REQUIREMENTS:
- Must be in good physical condition and health with sufficient physical strength and ability to perform heavy manual tasks relating to line construction, including climbing poles and working out of a bucket truck.
- Must be able to work under any type of weather conditions.
- Must be skilled in the application of first aid methods.
- Must be able to follow safe and efficient work practices.
- Must have good mental concentration to work with high voltage equipment.
LICENSE AND CERTIFICATIONS:
1. Must possess at the time of employment a valid Class A Commercial Driver License and a safe driving
record. Maintaining the Class A CDL or equivalent license is a continuing condition of employment.
2. Must maintain at the time of employment or obtain at a time designated by DES, a valid certification
of proficiency in adult CPR, first aid, and AED.
